Yes, check out <swflayer>, it has attributes to control the visibility at different scales. I'm curious to hear how it goes.
mapserver, eh? -- would be interested to pursue tighter integration of worldKit with mapserver..

Hi Olly
you can set when a layer becomes visiable in your config file with the <maxscale> and <minscale>this works with WMS layers, raster images, and I assume vectors (I have not tried using vectors).
you will find more detail here
http://www.worldkit.org/doc/config.php#zoom
it is worth spending the time to ready throught he whole documentation, there are some real gems in this application.
As for and example, there is on in the documentation as well
http://www.worldkit.org/doc/layers.php#layer
happy zooming in
Matt :)

Coming from a Mapserver background it would be really useful if it were
possible to integrate scale-dependent layers to the map.
Is it possible to have additional vector or raster layers only become
visible once a user zooms in...say on a town or city for example?
..and where possible please provide examples!
Cheers all :D
