[worldKit-dev] AS3 / Flex Version?

I've only played with it briefly, but I can confirm that OpenLaszlo
will compile to a standalone .swf file
(http://www.openlaszlo.org/lps/docs/guide/proxied.html).  The
application server is most useful for development: when you change the
code it's automatically recompiled when you refresh the web page.
Once you've got it right you can distribute the standalone .swf.

The fact that it can compile the same code to DHTML is cool too - you
can have a rich app with no dependency on Flash, although I'm not sure
how well this works in practice for complex things.
