W3C's date time is based on ISO 8601, while RSS 2.0 date time is based on RFC 822.

and the corresponding section of the RFC here:
http://asg.web.cmu.edu/rfc/rfc822.html#sec-5; it states that the "Local differential" is
+/-HHMM (without ":").

Anyway I moved to feeding Atom to overcome this issue.
